With reference to Treasury letter No. S 27311/01/2 of
the 3rd instant approving the payment from Imperial funds
of fifty per cent of the net loss on the Hongkong
Canton Steamship service for the period from September
3rd, 1925 to April 20th, 1926, I am directed by
Secretary Sir Austen Chamberlain to suggest that if this
payment is accepted by the shipping companies concerned
on the understanding, laid down by the Treasury, that no claim
will be made by the companies in respect of the period after
the 20th April, it could be most conveniently made through
His Excellency the Governor of Hongkong.

If Mr. Secretary Amery concurs in this proposal, Sir
Austen Chamberlain would be glad if the necessary instructions
could be sent by telegraph to the Governor. The amount of
the payment could then be claimed from this department in
the usual way. It is important, on financial grounds, that
the payment should be made before the close of the current
financial year.
